Keep firearms out of the hands of the mentally ill

Require that all states submit information on mentally ill individuals deemed a threat to themselves or others to the National Instant Criminal Background Check System. Submission of such information can no longer be voluntary or piecemeal, but must be mandatory, timely, and accurate. Create funding for the operation and maintenance of state level databases through a federal tax on the sale of firearms and ammunition.
Expand the federal firearms registry, making those records permanent and resilient so that changes to the status of an individual with regards to mental health, address, etc., remain current in the database. Therefore, if the mental status of the individual firearms owner changes, the change will be noted by the appropriate agency and necessary action may be taken.
