There should be a law passed by that states that if the government shuts down. Democrats and republicans each submit one proposal and the vote goes to the American people, and which ever one get more votes, is passed just like it would have been by congress, so that a shut down would be taken care if immediately and in a way that most definitely reflects the wishes of the American people.
