Punish gun owners when their personal guns are used in unlawful acts. Have gun owners report missing or stolen guns immediately. This allows people their second amendment right. It does not create a black market for potentially banned firearms. Reinforces responsible gun ownership. Saves money, and has negative consequences for irresponsible gun owners, manufacturers, and dealers.
Americans have rights, so lets take a serious issue and take responsibility.
