This submission proposes to allow both those who hold the right to gun ownership to be patriotic and those that wish to limit access to unnecessary weapons, to maintain their goals:
(1) This petition stipulates that rifles that are (a) automatic, (b) semi-automatic with a clip larger than 8 shots, or (c) semi-automatic and capable of fitting removable attachments or having a modular design regardless of clip-size, are military-style rifles.
(2) This petition stipulates that, within the bounds of legal behaviour, military-style weapons are necessary only to defend one's home or country.
(3) This petition therefore stipulates that the purchase of such weapons therefore requires at a minimum, enlistment with a military reserve force.
Thus a well-regulated militia can be maintained.
