The Obama Administration should consider more progressive means to address substance abuse. It time to treat marijuana like the being substance it is and allow it to be regulated by the individual states. Medical marijuana dispensaries have proven that they reduce crime in the surrounding area and other nations have implemented full scale drug decriminalization with only positive results. Regulation has proven to reduce child access and use of marijuana.
The last 40 years have proven how the "Drug War" is ineffective and has failed to reduce use and it is time the Obama Administration to step up and address this problem.
