Keep the self-defense laws under the purview of the State Legislatures.

The right of self-preservation is a fundamental human right, as such the laws defining acts of self-preservation should be made by the people they are designed to protect. Historically the creation and regulations of these laws has been under the purview of the Legislatures in each State. There is no reason for this to change.
