Keep suquestration from effecting soldiers that are prior service wishing to go into Active Duty.

I am currently a National Guard soldier wishing to re-enlist into Active Duty. This is effecting many soldiers from making more money to help support their families and themselves because an individual can not live on drill pay alone. The lack of civilian jobs is causing more soldiers to try to go to Active Duty.
