Keep unproductive States within their own borders and deport all criminals back to their place of birth, be it a Nation or State.
Too many productive States have carried other unproductive State's burdens. States should not be forced to keep felons within their borders when it is another State's responsibility. Felons and repeat offenders should be deported back to their State of origin and not allowed to leave said State.
In order to prevent criminals from re-entering the State from which he/she was deported from, States should have patrols preventing their residents from leaving that State.
