The U.S. Navy's rating system is not only steeped in tradition, but it is a useful way to organize expertise and foster unit cohesion. Any attempt to change this system will cost millions of dollars in a time budget shortfalls and will certainly confuse sailors, officers and potential non-military employers. What started as an attempt by the Secretary of the Navy as an attempt to be politically correct has turned into a debacle that will affect the readiness of the U.S. Navy.
