Lolicon, the art form, must be protected under the First Amendment of the Constitution. Lolicon harms nobody and is a form of free expression. As Lolicon is fictional there is no damage done to anybody, thus it is unlike the thing it normally compared to, child pornography, which does do real damage to the children involved.
