I would like to start a Federal Lottery to fund Social Security. The basic premise is withholding a $1 a day tax to each employee's W2. This tax will generate $X based on the amount of people working, just as SS does. The dollar amount for that day will then be awarded to a working citizen at random each Federal business day. So in theory, each year could see 256 new millionaires. Hopefully the increase in the wealthy will help to increase investments into our economy. In addition, the winnings can then be taxed by the Federal Government. This tax can only be put to keeping the Social Security program viable for the future by generating millions of dollars a day. Ethically it also works because the new tax is, in essence, going back to each worker in the form of Social Security.
