Because we have very little freedom on what we do, and now that we have found a way to smoke almost any where in a public place doesn't mean that needs to be taken away. We have had a lot taken away and i feel like it would be very petty to take something as little as vaping away from anybody or making it like a tobacco product it is clearly not a tobacco product it technically does not include ingredients from the tobacco plant so there for it isn't a product of tobacco's.
