Kentucky convicted felons expungement and right to bear arms.

I believe that Kentucky convicted felons should have the right to bear arms again if expunged based on the fact that all citizens have the right to bear arms according the 2nd amendment which makes the refusal upon expungement of felonies unconstitutional and therefore illegal.
