Keystone Pipeline approval

Before approval of the Keystone pipeline the following criteria must be met. Approved by local and federal agencies after discussion at local public town halls. Fees based on spill in Klalmazoo July 2010 and creating lasting U.S.jobs. (http://www.epa.gov/enbridgespill/)

1. A proven spill cleanup program.
2. 5 billion dollar non refundable fee. These monies will be used fund environmental response teams. The first responders teams (fire and police) in these states will be be aided by the Federal EPA and State D.E.C.
The responders will be trained, supplied and compensated for being ready.

3. Grant $100,000 to a college in each state each year the pipline crosses for the study of cleanup and health effect s of expousure to Oil Sands oil.

4. Fines automatic 500 % of first 6 months
