Cheney & Co. built the Department of 'Homeland' Security as a means of keeping Americans in fear and at war.
It was an overreach then. It has grown to an abomination.
Outside of the direct threat it poses to American freedoms, DHS is too large and diverse to be managed effectively. It violates the principle of 'span of control.'
It is a Frankenstein's monster that has grown in ways never intended, including the militarization of police, the rise of the police state and bleeding off of discretionary funding better used for other domestic needs.
Congress has presented the Executive Branch with an opportunity to rein in the monster. They have put DHS on a strict diet by not funding it. Good.
A first step towards backing away from Big Brother.
