The congressional filibuster is the most antiquated, backwards, and harmful feature within Congress.
Filibustering is the act of asking the chair of the Senate for time to give a long-winded speech to delay the vote on a bill.
And it works.
Essentially, the filibuster demands a vote of "cloture" in order to continue basic function.
Cloture ends debate (and thus, all filibusters) -- but requires 60 Senate votes to pass. Until 60 votes are reached, the minority opinion can continue to filibuster and delay a bill's rightful progress.
By requiring a SUPER-majority for a bill to pass, Congress forfeits its "democratic" values -- because the majority opinion can be blocked by a minority group (possibly fewer than ten members).
