In 2012 The DOT adopted the "full fare advertising" rule. This rule required airlines and travel agencies to post the ACTUAL cost of the fare in the advertised rate. This greatly improved the ability of the consumer to comparison shop and also prevented the airlines and agencies from hiding bogus "taxes and fees" as a separate line item which isn't included in the advertised rate.
To undo this consumer friendly action by the DOT in 2012, Pennsylvania Rep. Bill Shuster brought forth H.R. 4156 cleverly mislabeled as the "Transparent Airfares Act". This would effectively allow low quality carriers like Spirit to go back and advertise a $39 fare and not clearly disclose the other $40 in taxes and fees that you MUST pay to make use of that ticket.
