H.R. 5181 clearly infringes on the 1st amendment's right to freedom of speech and expression. The bill wants to censor 'un-American' propaganda, which is too slippery of a slope to allow to happen. The bill would implement a "truth-telling" department, but we all know one man's "facts" might not be another's. This bill could be read in way to broad a way that it could even be used to deter the American People's right to freedom of Speech.
