To label any cartel, mafia and common street gang as a terrorist organization.

For decades out country has been riddles with drug cartels, mafia families and most of all street gangs. These people murder innocent people, steal from hard working citizens, create chaos in communities and terrorize it's citizens. The average american citizen will not speak out against crimes these people commit because they are afraid of what the organization will do to them. Instead, the criminal organizations need to be afraid of the citizens and most importantly the government.
