Immeadiate action should be taken to regulate climate change. The EPA can regulate carbon dioxide emissions if CO2 is defined as a pollutant to the EPA. This way, if Congress will not act to pass significant legislation on climate change, the administration will do it for them and enforce a carbon emissions cap through existing channels of law.
