launch a federal inquiry into why state and local police are killing so many people, particularly minority people

In recent years, state and local police have killed thousands of people, with a large portion of them being members of minority groups. Thus far in 2015, the rate of police killings has more than doubled from previous years. These incidents have produced few occasions where justice has been given to the victims. A wide-sweeping federal inquiry into local and state police corruption and abuse should be headed by a special bipartisan commission with subpoena power to investigate training and investigative procedures of such cases, with recommendations for substantial reforms in training police officers, investigating incidents and prosecuting police who wrongfully kill people. This is an issue not just of civil rights and liberties, but also of human rights.
