Launch a formal investigation of the Homeland Security's purchases regarding billions of rounds of ammunition.

In 2012, Homeland Security purchased 1.5 billion rounds of ammunition including 360,000 rounds of hollow point. Use of hollow point rounds by the federal government was banned by the Hague Convention. A scheduled 1.6 billion rounds are to be purchased over the next four to five years. An Iraq war could be fought for 24 years with 1.6 billion rounds.. What are they doing with it? Keeping it off the shelves?
