We will have each senator represent 1% of the population and have the dual title of both Senator and Mayor.
In each senatorial district we will have four districts with a representative in each one and all 4 districts will have an equal population. This equalizes the power of the vote for the first time in our history. The representatives will have the dual title of representative and Mayor. All congressional personnel will live in their home districts for 70% of the time or more. This will drain the swamp in our capital.
We will have 100 governors 400 mayors in this country and only the national government can raise revenue. Only the national government has eminent domain.
