Launch a review of the National Reading Panel's recommendations for reading, with a panel that includes neuroscientists.

Reading ability is essential for success in school. In the 1990s, two scientific panels concluded that phonics instruction is important to prepare children to become successful readers. This proposal agrees and supports phonics as vital to reading development. However, the National Reading Panel went further, chopping reading into parts and pieces that were never scientifically tested before being promoted as the complete and accurate science of reading. In the National Reading Panel Minority View, one panelist warned Congress that the findings were biased and failed to examine whole areas of science related to reading. Twelve years later: 4th grade reading scores are stagnant nationally and SAT scores in reading are at a 40-year low. A review of the original findings is warranted.
