Fund and develop solar panels with above 95% efficiency rates (probably with nanotechnology) then build the "central" facilities that can mass produce these panels that will then be sold to both mass consumers and individuals around the world. Take the profits from those sales and put the money back into the economy, pay off some debt, provide more services, ect. The battery problem or other infrastructure complications is a perfect job for the free market, and with the most abundant energy source now taken care of, I can't imagine more of an incentive for entrepreneurs.
Im running out of space so I can't go into all the problems that would suggest why we need this but I can mention that China seems to understand the bigger picture, and wants to "win the future."
