Require all State, County and Municipal Law Enforcement Officers to be bonded and obtain Liability Insurance for the purpose of malpractice. Require State, County and Municipal Law Enforcement Agencies to allow independent citizen review of alleged officer misconduct, with citizen review being pooled like a jury in a criminal/civil case with no permanent members . Officers accused of misconduct/criminal violations/civil rights violations to be placed on administrative non-paid leave, or paid leave with no official interaction with the public at large in a law enforcement capacity until exonerated.
