Reform Law Enforcement and Prosecutors to use lowest level of force and authority possible - Require Law Enforcement and Prosecutors to think and use discretion. Law Enforcement and Prosecutors must be friends and mentors first and discern if a person intentionally violated a law, or made a mistake and was unaware of the law; make a correction and not an arrest or press of a conviction. Law Enforcement and Prosecutors must make every effort not to arrest a person, and not to convict a person for non-violent first-time offenses, and offenses wherein no persons were injured and public/third party property was damaged. Law Enforcement and Prosecutors need to quit destroying lives simply because they can and simply because some legislature wrote a bill.
