law that would not allow the federal deficit to surpass 3% of GDP w/o all congressman being ineligible for re-election

I want there to be a law or constitutional amendment that would follow Warren Buffett's idea that if the federal deficit surpasses more than 3% of the U.S. Gross Domestic Product than all members of congress are rendered ineligible for re-election giving congress an incentive to eliminate the deficit. It is time for change America!
