Lead the effort to create a National water pipeline to move flood waters from the Midwest to to the West.

The country needs a way to move the flood waters in the Midwest to the drought ravaged west. Currently this water is
flushed down the Mississippi causing damage and providing
little benefit. If it were piped to the western part of the country, it could be used for drinking and agriculture. The project could be funded with user fees.
