Gravel, tar, metal, shingles and glass. These are the current materials with which all government buildings roofs are made of. All these materials either reflect or absorb heat and sunlight, producing nothing except hot roofs. My proposition is for congress to pass law that would require all government buildings to be fitted with solar panels. Obviously there are some places where this would not work, but where the solar panels could produce an sufficient amount of energy, they should be built. Also, I realize that initial cost would be high, but let's play the long game. Let us realize that spending more now will save us possible high taxes in the future because our public (taxed funded) federal buildings will be producing their own energy.
