Create a tax incentive subsidized by the Congress to require All public schools to get their energy from renewable resources directly or indirectly. This would create a market for power companies to use more renewable power.
If the schools get the devices, solar panels, wind turbines, then their electric bills will be lessened and that money could be required to go into equipment in the school, primarily science and computer equipment.
