Legalize 20% would become a DEA Schedule 2 drug

Legalize marijuana with a THC content of less than 20%
in states where it is legal. President Obama can do this
by ordering the DEA to de-list pot from
DEA's schedule of drugs as Tobacco is now.

However, Medical Marijuana with content greater than 20% would be rescheduled by Presidential order as a DEA Schedule 2 drug.

The THC would be extracted from marijuana and refined into THC capsules with THC content between 2% to 100% and sold in drug stores with a doctors script..

THC caps would enable the seriously ill, instant access,
to medical marijuana NOW, in any state, in their drug stores with their doctor's script. Instead of waiting 30 years for their states pot laws to change.
