Legalize all controlled substances...but with three caveats #1 - users accept full responsibility for the effects of their use #2 - use cannot affect the rights of those who choose not to use (examples - smoking in connected houses) - in public it must be confined to designated areas. Violations of this result in fines and payment of damages to those violated #3 - minimum age of use will be 18...before this age all fines and payments will be the sole responsibility of the parent /guardian.
