Remove all regulations making Nissan Skyline variants produced prior to 2001 illegal for on-road use in America. Many of these cars are collector items, but do not yet meet the 25 year old requirement to be registered as "classic" and therefore will still have to comply with NHTSA and FMVSS regulations.
