They seem to be sitting on the fence and not making any decisions for or against the legalization. They simply say that they are making it lesser of a priority. They are only sitting on the fence and waiting. They look like they are waiting for a capital revenue to be generated by this and then close in and capture it for themselves. They will do this by saying neutral statements misleading the public to think it is OK but not actually saying so. Then, when all is comfortable, do a mass arrest. They need to get off the fence and commit to legalization.
