We, the people of the United States, would feel more secure, knowing the fact that cannibalism was legal in this country. Of course, there would be provisions to prevent citizens from abusing this. First, we would have to sign over legal documents permitting the eater to eat the signer. Secondly, this must be done in the privacy of one's own home. Lastly, all records of this must be reported to the nearest government establishment.
