Make it fully legal for civilians to film any police, swat teams, and national guard anytime they are in uniform working in U.S. territories. There should be no arguing if they have nothing to hide. There should be no extra paperwork, fees or penalty for filming them and if they break the law the filmer should be encouraged to blow the whistle.
