The Nissan Skyline R34 are illegal to import until they are over 25 years or older due to failing safety and emissions standards. After 25 years, they'll be no safer, legalize them now! They can be brought up to emissions standards easily, crash safety would take millions and is impossible for majority of Skyline enthusiasts.
My opinion of a free country doesn't keep me from owning my dream car until it's 25 years old and near impossible to find and import.
