Legalize marijuana at the federal level.
Establish a $50/year user card where the user agrees to not drive or ride a bicycle within 3 hours of use.
The user also acknowledges and agrees to allow more time after use of edibles, as there is a delayed effect.
This card and the acknowledgement at a conscious level will encourage responsible use of marijuana.
Marijuana use is safer than alcohol but still needs to be kept away from children under the age of 16.
