Lets face it, the black market is where funds disappear, by scheduling marijuana as illegal, the government (thought they were putting it into their hands) lost their grip over the marijuana industry and it fell into the hands of dangerous and violent drug cartels. The only way to put it back into the governments hands (and make astronomical amounts of money) is to Legalize marijuana. The money would then be taken out of the cartels hands and put directly where it is needed most, in the government's hands...
This looming (and very serious) debt crisis has no other solution. If the government would legalize marijuana, they make so much money, the crisis would almost certainly be averted, and a very large (right now, its the #1 cash crop in America) industry would be created
