Legalize marijuana, decriminalize the coca leaf and end all military operations domestic and abroad to combat drug use

The top richest 1% of Americans have more money and make more money than the poorest 50% of all Americans combined and pay lower income tax rates too, this policy of plutocratic taxation is unfair and causing our government to lose money from this policy, rather than spending cuts and austerity, why don't we try something that does work; that has worked many times in the past? If someone makes $100,000,000 a year has a 90% income tax then they will still make $10,000,000 a year (which is roughly 200x what the American makes today), I don't see that as too as cruel to do to the top 1%, that is still an obscenely large amount of money, definitely not unfair to the 1%.
