Legalize medicinal and recreational use of marijuana

Lets create an intelligent request to legalize marijuana. Time and time again it has been proven this substance is less harmful than other legal substances, such as opiates and alcohol. I think it is time this has been legalized on a federal level that allows the medicinal and recreational use of this substance. In turn we can legalize the use of hemp, which has multiple uses and would give farmers the opportunity to benefit from this. Use the money from marijuana sales to help fund education, infrastructure, and social programs. Pardon individuals who have been incarcerated for minor drug charges and expunge those charges from their records. Treat it as alcohol. Must be 21 to purchase and allow stores that sell alcohol to sell marijuana. Lets be sensible and open to change.
