There are many physically disabled people in the United States of America. Most are homeless and on the street.
It is the norm within American society to deny such persons, regular employment, SSI payments by the federal government (because they do not qualify, due to current federal regulations), limitations on welfare payments, food stamps, and state medicad payments; and, denial of assistive technology, services, re-training, and monies, by the Department of Vocational Rehabilitation.
Most physically disabled people, also face a vast amount of social profiling (and social discrimination) within American society and culture.
The only way that these forgotten people (within our society) are able to survive on the street, and to meet their daily needs, is to panhandle or beg.
