The oldest profession will always be around no matter how much you try and get rid of it. Legalizing and regulating the industry will make it safer, protect people and benefit from taxes. If you were to require weekly testing to protect from HIV and other STD's, allow healthcare, provide a regulated service of something that the goverment will never be able to get rid of. It will also allow for workers and users to pay proper taxes.
