To legalize recreational marijuana in the state of Wyoming

I am a 21 year old female and my grandfather uses medical marijuana for his chronic pain and depression.I as an individual am trying to set fourth a new act that Marijuana become legalized in the state of Wyoming. Why is it that tea comes from the earth and as does Marijuana, yet tea is legal. Marijuana comes from the earth it is not naturally man made. I am writing this to legalize the recreational use of Marijuana in the state of Wyoming. To make it Legal for those at the age of 21 or older.
