Legalize sedated removal of genitalia for men or women who are repeatedly convicted of rape.

For men or women who have been convicted 2 or more times of rape, we the people want a possible sentencing, at the discretion of the judge, to be sedated removal of the genitalia. This will result in 3 main things.
1. Less money will go into the prison system.
2. Punishment will correct the root of the problem instead of ending a life unnecessarily.
3. Punishment will genuinely make those who consider rape think twice, as no one considering rape wants to be unable to fornicate again.

Sedating the convict and controlling the pain after the procedure is done with money that would be spent on jail time or execution would keep the punishment from being cruel or unusual. Making it available only to repeat offenders reduces chances of wrongful punishment and allows correction before this step.
