Judges and prosecutors who willfully and maliciously violate civil rights, to include validating fabricated evidence or hiding evidence of a defendant's innocence, are presently immune from civil damages or criminal charges because the US Supreme Court enforces common law (that which is decided in courts) over constitutional law (that which is ratified by the public). This started in 1871 and became an epidemic by the 1970's when civil rights suits were being filed in response to racist prosecutors and judges who put minorities in prison without due process.
The US Supreme Court persists for 140 years in the argument that, in so many words, it's better to have judges who choose to be a tyrants than judges who are influenced by tyrants. The Framers of the Constitution disagreed.
