In the event that federal authorities do not enforce the constitution and are not held accountable to this responsibility by the rule of law, it shall be the responsibility of the people to hold such individuals responsible and to identify them as traitors, criminals and enemies of the state.
The tarring and feathering of such individuals shall be the right of any citizen when congress, the executive branch, or the judicial branch fail to act when members of the federal government have been factually proven to have violated or failed to enforce the law.
There shall be no recourse by federal authorities upon the citizenry that conduct tarring and feathering for the public as a service.
