There is a class of vehicles between the LSV specification (limited to 25mph speeds) and that of full-speed vehicles (which must comply with all federal automotive regulations); it's the MSV class. MSV regulations have been adopted by nine states so far; most of these limit those vehicles to 35MPH speeds, but others allow higher speeds of travel. MSVs must typically conform to stronger regulations than LSVs, but do not have to comply with the entire list of regulations for full-speed vehicles.
I believe medium-speed vehicles have a place in the state of Ohio. The relaxed regulations lead to lower prices, lighter weight, and higher fuel efficiency in medium-speed vehicles. Inexpensive MSVs could help mobilize lower-income families. Fuel-efficient MSVs can help. benefit the environment.
