Legally acknowledge the refusal to vaccinate a child (except in circumstances where they cannot be) as child abuse

A number of children and people are put at risk because people who invest in "Anti-Vaxxer" beliefs are not vaccinating their children. More and more outbreaks of completely preventable diseases have been occurring, and numerous people have died- DIED, I would like to emphasize- because of this. When someone doesn't vaccinate their child for anything other than legitimate health concerns that makes the child unable to receive a vaccine, they put that child at risk for any number of horrible diseases. Consciously denying a child the opportunity to live a healthy life is nothing short of abuse, and should be treated as such. The parent might as well be poisoning their child when they don't vaccinate. These horrible decisions should be met with legal consequences, for everyone's sake.
